How do you go about making intricate designs like this? Just start in a corner and work outwards? Or do you do some of the larger elements and then fill in the spaces between?

I sketch the large elements first. In this doodle for example, I first drew the deer skull then fill in the spaces above it's antlers with smaller intricate details. :)
